Blue's Clues is actually fun, but Dora the Explorer is the most annoying thing ever.

I agree. The spinoff to Dora with her younger brother is equally awful. You might want to try "Between the Lion's" because it is educational, entertaining for both children and adults, and funny.

Rugrats on Nickelodeon is good...

As is "Shining Time Station" on PBS. I especially like the Thomas the Tank engine bits.

I've also heard that Teletubbies are good, provided you have access to mind-altering substances.
