I am not familiar with Queen Victoria as imagined by Michael Moorcock. (I never got past the Elric books.) What book is she in?

Gloriana - I believe she's called Gloriana in the book too. It's been a bit since I read it. It was out of print, but the science fiction book club recently put out a new edition. It's definitely worth reading, and it's very good.
